Festivals Events Cardigan Bay will treat Welsh and English on a basis of equality. This policy document sets out how the organisation will give effect to that principle in the provision of services to its clients and users. It is Festivals Events Cardigan Bay’s aim to enable everyone who receives or uses its services to do so through the medium of Welsh or English according to personal choice.

Overall Aim

Principles

  • Festivals Events Cardigan Bay’s intention to deliver an equally high standard of service in both Welsh and English.
  • Festivals Events Cardigan Bay will monitor the quality, implementation and consistency of its Welsh language service.

1. Correspondence

  • Members of the public are welcome to correspond with in Festivals Events Cardigan Bay either Welsh or English, according to their choice.
  • Letters received by Festivals Events Cardigan Bay in Welsh will be sent a signed reply in Welsh. Festivals Events Cardigan Bay aims to reply to all correspondence, Welsh or English, within the same time scale. If, for any reason, it is not possible to reply to Welsh correspondence immediately, the correspondent will be sent a written acknowledgement and an explanation in Welsh, if appropriate.
  • Circular and standard letters will be issued bilingually.
  • A member of Festivals Events Cardigan Bay staff who cannot understand incoming correspondence in Welsh will arrange for a short letter to be translated into English by a bilingual colleague

2. Meetings

  • At public meetings, Festivals Events Cardigan Bay will ensure that there is a simultaneous translator available

3. Corporate Identity

  • Festivals Events Cardigan Bay will present a fully bilingual identity, displaying its name (and address, where appropriate) bilingually on all logos, headed paper, fax paper, business cards, identity badges and other corporate materials and goods.
  • Festivals Events Cardigan Bay will display its name bilingually on all buildings that it occupies and on all signs within those buildings where the use of language is necessary to convey information. The format, size, quality, clarity and prominence of the languages will be the same, and the languages will be treated on a basis of equality.
  • The following corporate materials will be published bilingually:
    • Consultation Documents
    • Surveys and Questionnaires
    • Application forms
  • Festivals Events Cardigan Bay’s publicity leaflets and posters for distribution in Wales will be published bilingually.
  • In respect of all publicly printed materials to be used in Wales, the Welsh & English languages will receive equal prominence and status.

4. Signage / Notices

Festivals Events Cardigan Bay recognises that the Welsh Language Board’s policy is to display bilingual signage. It will also introduce visiting members of the public to basic Welsh language words and the concept that Welsh language speakers are capable of dealing only through the medium of Welsh. All other signage shall be bilingual

5. Staff and Recruitment

  • Festivals Events Cardigan Bay board of directors and others responsible for recruiting staff will assess the organisation’s needs for Welsh-speaking staff when making appointments and will keep this aspect of recruitment under constant review.
  • Where linguistic ability is considered desirable for any post, this is specified when recruiting to that post.
  • Festivals Events Cardigan Bay will make it clear when it wishes to recruit Welsh speakers by placing bilingual advertisements for posts where Welsh is desirable.
  • Festivals Events Cardigan Bay will ensure that there are Welsh speaking staff available
  • Festivals Events Cardigan Bay will encourage members of staff who do not speak Welsh to take up suitable language training and will consider financial support for such training

6. Implementation and Monitoring

Every 6 months Festivals Events Cardigan Bay shall monitor how well we are meeting our commitment to giving the Welsh Language equal treatment through this scheme, and our monitoring will relate to the criteria set out above.

7. Publishing and Publicising the Festivals Events Cardigan Bay Welsh Language Policy

Copies of the policy, as with other Festivals Events Cardigan Bay documents, will be made available at a reasonable photocopying cost, to any member of the public wishing to receive one.
